The first field in the Color Halftone window asks you to choose the maximum radius, a setting that controls the relative size of the halftone dots. Enter 96 into this field.

The Halftone one will let you specify the dot size and work area size independently. I generally make prints about 18″ to 24″ across, and use a max dot size of 0.1″.
