IIL established Human Biologicals Institute (HBI) in 1999 to manufacture modern Tissue Culture Anti Rabies Vaccine (TCARV) for human use at Ooty, Tamilnadu. Based on the capacity created by IIL, the Government was able to phase out usage of NTV from Government hospitals.
