The concepts of Good and evil differ from person to person, so those two can't hold sway on universal law, they're human concepts. It's more like Dao and duality.

They aren't born that way, but become that way over time. Some people are bad because they have bad morals while others knowingly behaving immorally. Consider that in Star Wars, most of the Stormtroopers and other people working in the empire are fighting against a small and violent group of dangerous terrorists, containing at least a few religious extremists and one or more outright wanted criminals, which repeatedly try to destroy the empire's military bases and the emblems of their success in massive explosions.
